Williams, III., 75, of West Monroe, LA, will be 10:00 AM Saturday, February 17, 2018, in the chapel of Mulhearn Funeral Home in West Monroe, with Rev. Shawn Hornsby officiating. The family will receive friends from 9:00 AM until 10:00 AM Saturday at Mulhearn Funeral Home, West Monroe.

Mr. Williams was born September 23, 1942 and went to be with his Lord and Savior on February 11, 2018. He graduated from Neville High School in 1960. Arthur was a member of the 1959 State Championship Football Team and remained a loyal Tiger fan. He then graduated from Northeast Louisiana College (ULM) with a BS degree in Biology and then again with a MS degree in Biology. He then obtained his Masters Fisheries Scientist from the American Fisheries Society.

Arthur’s career in Fisheries Management began in 1963, as a student worker with the Louisiana Department of Wildlife and Fisheries. He continued his career for 36 years, retiring as the Federal Aid Coordinator and Biologist Program Manager. During his years, with the LDWF, Arthur was instrumental in the development of processes used by modern day catfish farmers. He also spent countless hours learning, researching, and then teaching the intensive culture of striped bass thus preserving and restoring quality habitats for sport fishing.

As Federal Aid Coordinator, Arthur designed and supervised the building of the Booker Fowler Fish Hatchery near Woodworth, LA, one of many accomplishments towards preserving and promoting sports fishing in LA. Taken from a quote from a plaque dedicated to Arthur’s years of service to LDWF, “Arthur was instrumental in the development of Bass Management in LA. He chaired the LA Black Bass Task Force resulting in the development of LA “Black Bass Management Plan.”

Arthur’s favorite pastime was coaching and following his three daughters sporting careers and later his grandchildren’s sports careers and extracurricular activities. Arthur was an avid hunter, fisherman and outdoorsman and passed this on to his children and grandchildren. He was a member of First United Methodist Church on Loop Road.
