William (Bill) Troy Ragland, Jr.Funeral services for William (Bill) Troy Ragland, Jr., 81, of Monroe, LA, will be held at 12:00 PM, Saturday, February 21, 2015, in the chapel at Mulhearn Funeral Home, Sterlington Road, Monroe with Rev. Lindle Stewart officiating.
