Charles Joe Blackburn, Jr.

Charles Joe Blackburn, Jr., 71, passed away peacefully on Wednesday, January 21, 2026, at his home lying in his favorite chair surrounded by family. He was born on May 27, 1954, in Panama City, FL.

Mr. Blackburn was preceded in death by his loving grandparents who made such an impact on him as a young boy, Thomas F. Blackburn (Pops) & Mamie Marie Weems Blackburn (mama); father, Charles Joe Blackburn, Sr.; mother, Mildred Hendrix; and brothers, Marty and Billy.

Survivors include his loving wife of 54 years, Judy Kelly Blackburn; son, Michael Joe Blackburn; granddaughters, Madison & Macy; grandson, Riley; great granddaughter, Leni Joe; and sister, Helen Edwards.

He was “Papa” to his grandchildren and loved them dearly.

Joe worked in construction for 45 years. He began his career as an Ironworker and worked up to project management. He had many friends in the BE&K Construction family and KBR Company.

Joe loved hunting, fishing and gun collecting.
