Lisa Gail Richardson (née Talton), age 55, passed away on June 26, 2025, in Monroe, Louisiana. Born on February 24, 1970, in the same city she called home throughout her life, Lisa made an impact on her friends, family and her community through her dedication, vibrant spirit, and boundless compassion.
Lisa devoted over two decades of her professional life to public service. For over 26 years, she worked with the Ouachita Parish Police Jury, where she served as the Ouachita Parish Floodplain Manager and building permit officer. Her expertise and leadership extended beyond parish lines as she also held the role of Louisiana Watershed Initiative Region 3 Floodplain Manager. Lisa was a respected voice in her field, serving as Region 8 Representative for the Louisiana Floodplain Manager Association and maintaining active membership in the Association of State Floodplain Managers. Her work helped shape safer communities across Louisiana and reflected her deep commitment to environmental stewardship and public safety.
Lisa’s passion for service extended well beyond her professional responsibilities. She was President of Keep Ouachita Beautiful and NELA Master Gardeners, where she championed beautification efforts and sustainable gardening practices throughout northeast Louisiana. As a board member for the Kiroli Foundation and a member of Krewe De Rivere, Lisa brought energy and creativity to every endeavor. She also mentored students through the “Love Where You Live” internship program—an initiative that perfectly captured her belief in community pride and youth empowerment.
Those who knew Lisa remember her as selfless, dedicated, caring, hardworking, and kind. She had a fierce heart that beat strongest for those she loved. Whether cheering from the sidelines at ball games or applauding performances at dance recitals and theater workshops, Lisa was always present—beaming with pride for “her kids.” Her love was unconditional and all-encompassing.
Lisa’s strength was legendary even from a young age—she stood up to others who dared to cross boundaries or mistreat others. Protective by nature and loyal to the core, she never hesitated to defend those she cared about. Her kindness was matched only by her tenacity; if something needed doing or someone needed help, Lisa was there without hesitation.
She is survived by her son Mason Richardson; her husband Todd Richardson; her sister Kelly Fleming and husband Brian; aunt Julia May Wilkerson; nieces Kellyn Fleming (and Adelaide), Maddilyn Hawthorne and Meghan Richardson; nephews Benjamin Fleming, Casey Richardson (Alyssa), and Ryan Richardson (Samantha), numerous cousins and great nieces and nephews. Lisa also leaves behind her dear friend, Aundi Brown, her Master Gardener friends, beloved pets—puppies Remi, Finley, Minnie, Rolo—and cats Mojo and KP—who brought joy to her daily life.
Lisa was preceded in death by her grandparents Walter and Dauphine Wilkerson and Benny and Carrie Talton; mother Charlene Wilkerson Talton; father William Talton; nephew Bryan Richardson; and aunt Helen Wilkerson Joyner.
Lisa Gail Richardson lived with purpose and heart. Her legacy is one of service—to family, friends, community—and of love given freely and fiercely. In a final act of service to others, Lisa chose to be an organ donor. May her memory bring comfort to those who knew her and continue to inspire all whose lives she touched.
Visitation will be held on June 30, 2025, from 05:00 PM to 08:00 PM at Mulhearn Funeral Home, 300 McMillan Rd, West Monroe, LA. Graveside Services led by Rev. Betty Swanson and Rev. Chad Wood will be held on July 1, 2025, at 10:30 AM at Redwing Cemetery 100-136 LA-582 in Oak Grove, LA. Pallbearers will be Bryan Babb, Jeff Bailes, Chuck Brown, Mitch Jordan, Roy Smith and Casey Richardson.
The family would like to thank the St. Francis Medical Center Emergency Department and MICU and LOPA for their compassion and kindness while caring for Lisa.
